What is the AICIS registration year?
1 September to 31 August.
Who must register with AICIS?
All businesses (including sole traders and individuals) who introduce (import or manufacture) industrial chemicals, or certain products that release industrial chemicals, for commercial purposes.
What happens to my old NICNAS registration?
Your 2019-20 NICNAS registration has automatically transitioned to AICIS, but will expire on 31 August 2020. To be able to introduce industrial chemicals into Australia after 31 August 2020, you must renew your registration with AICIS by 1 September 2020.
When do I need to renew my registration with AICIS?
By 1 September 2020 - if you’re going to continue to introduce industrial chemicals after 31 August 2020. It is an offence under the Industrial Chemicals Act 2019 to introduce an industrial chemical when you are not registered.
How do I register or renew?
The online application will take you through the steps to calculate your registration level and pay your invoice.
Note: if you are a new registrant, follow the prompts to sign up to AICIS Business Services first.
What is my registration ID for the AICIS Business Services Portal?
If you previously had a Business Services account with NICNAS, your registration ID will automatically transfer to the new scheme. You can go ahead and log in to AICIS Business Services using the same username and password. If you are a new registrant, you will need to follow the prompts to ‘sign up’ to AICIS Business Services first.
How do I reset my password on the AICIS Business Services?
Go to AICIS Business Services portal and select ‘Forgotten your password?’. Enter your username. Click on ‘Reset password’ to submit your request. We'll then email you instructions to reset your password.
If you are having trouble you can contact the AICIS Helpdesk on 1800 638 528 (option 1) or email firstname.lastname@example.org.
Note: you need to reset your password every 3 months.
Can I register with AICIS if I am a foreign company?
Yes, but you first need an Australian Registered Business Number (ARBN). To find out more about ARBNs and how to apply for one, please visit the Australian Securities and Investment Commission (ASIC) website . If you’re unable to obtain an ARBN, you will need to use an Australian agent or distributor.
Fees and charges
What are the new registration charges?
These are based on an 8-level system that’s determined by the value of the industrial chemicals introduced in the previous financial year. A registration fee of $72 applies to all registration levels. Businesses that introduced industrial chemicals with a total value of $50,000 or more in the last financial year will pay an additional registration charge based on their declared introduction value.

How do I work out my registration level?
Your registration level is based on the total value of the industrial chemicals you introduced in the previous financial year (1 July - 30 June).
For example, if the total value of all industrial chemicals that you introduced in the previous financial year was between $50,000 to $74,999, then you will be at Level 2 and will have to pay $142.
What information do I need to calculate my registration fee and charges?
To register, you’ll need to know:
- the value of the industrial chemicals you imported or manufactured (‘introduced’) during the previous financial year (that is, for the year ending 2 months before the registration year starts)
- if you are a foreign (non-Australian) businesses - you’ll need an Australian Registered Body Number (ARBN)
What information can I use to determine my introduction value?
As a guide to determining the value of your chemicals, you could use relevant commercial documents such as commercial invoices, orders or confirmations, airway bills, insurance certificates or receipts for purchase of goods. You can base the total value on reasonable estimates.
How do I value my introduction if I am only importing chemicals?
Total value ($AUD) of all relevant industrial chemicals = Customs value + Insurance + Freight + Customs duty.
How do I value my introduction if I am only manufacturing chemicals?
Total value ($AUD) of all relevant industrial chemical manufactured = Cost of labour and materials (including all ingredients) involved in manufacture + factory overhead expenses.
Note: Manufacturing involves making a different chemical. Blending or mixing chemicals without making a different chemical is not considered manufacturing a chemical.
How do I value my introduction if I am importing AND manufacturing chemicals?
Use the method above to calculate value of imports and manufactured industrial chemicals and add them together.
Note: If some or all of your imports are used in manufacture, make sure the value of the imported chemicals (used to manufacture another chemical) is only counted once in determining the total value.
