Apply for early listing of your chemical on the Inventory
How to apply to add your chemical to the Inventory before the 5-year non-listing period expires.
- A fee applies.
- If you are a joint certificate holder, all the other holders of the joint certificate must agree to your application before you can submit it.
You must have a Chemical Abstracts Service Registration Number (CAS number) and name for your chemical before submitting your application.
However, a CAS number/name is not mandatory if we granted you protection of the chemical name as confidential business information (CBI) during your assessment certificate application. Note: this is only applicable to the chemicals assessed for a certificate after 30 June 2020.
Chemical data providers (including foreign entities): You cannot initiate an application on behalf of a certificate holder. Only certificate holders can start the early listing application process. To provide chemical information for an application, sign up to AICIS Business Services.
Who can apply?
Any holder of a current assessment certificate that is less than 5 years old (that is, the chemical has not yet been listed on the Inventory) can apply.
Information you must provide
- Your chemical’s CAS preferred name
- Your chemical’s CAS number
Note: if we granted protection of the chemical name as confidential business information during your assessment certificate application (AICIS Approved Chemical Name (AACN), then you don’t need to provide a CAS number/name.
If you don’t have this information, learn how to find or get a CAS name and number for your chemical.
The molecular formula is optional.
You have the option of providing these details yourself (as the assessment certificate holder), or nominating another party to provide the information.
If another party holds the chemical information
If another party is submitting information about your chemical’s identity (CAS name and number), they must sign up to AICIS Business Services as a chemical data provider before you apply for early listing. Your chemical data provider can be Australian or international.
When you can apply
You can apply for early listing any time after you receive your assessment certificate and before the 5-year non-listing period expires.
You CANNOT apply for an early listing if we have included a condition on your certificate that restricts introduction to fewer than 5 years.
How to apply
Apply online through AICIS Business Services (login required). New users can sign up for free.
Click on ‘View your certificates and Inventory listed chemicals’. Select ‘View details’ for the chemical you wish to apply for and click ‘Apply for Early Listing’.
If another party is providing the chemical information
In the application form you must provide your chemical data provider’s details for their AICIS Business Services account:
- Business ID number (for example, NIC12345)
- Contact person’s first name
- Contact person’s last name
We cannot give you this information. You must contact your chemical data provider and ask them for these details. If they don’t have this information, they can get it by signing up to AICIS Business Services.
Once you’ve entered their details, verify your chemical data provider. We will then contact them by email and ask them to submit their information through AICIS Business Services.
We will process your application after we receive payment.
If there are joint certificate holders
All joint certificate holders must agree to apply for early listing. If any of the joint certificate holders disagree with early listing, then you cannot submit your application and we will notify you.
After you submit your application
We’ll contact you by email if we need more information and again when we have processed your application. You’ll be able to track and view the outcome of your application online through AICIS Business Services.
If your application is successful, your chemical will be listed on the Inventory and its CAS name and number will be searchable on our website. If we granted protection of your chemical name as confidential business information (CBI), it will appear on the Inventory as an AICIS Approved Chemical Name (AACN).
If other parties (other than your joint certificate holders) hold assessment certificates or confidential business information for the same chemical
We will check whether there are:
- other certificate holders for the same chemical as yours (unknown or unrelated to you)
- chemical data providers who hold confidential business information related to a certificate for the same chemical
If there are, we will contact all relevant parties and ask them if they agree to the early listing. They must respond within 20 working days of our notification. Once they confirm their agreement we’ll let you know. If any of them object, then the application cannot proceed and we will notify you.
We cannot process the application until the fee is paid. If we receive an objection after you’ve submitted your application, we will refund any fees.
