How much is my registration cost?

What is the registration cost?

There are 8 levels of registration. Each level consists of a flat fee that all industrial chemical importers and manufacturers (introducers) must pay, plus a charge that varies according to the value of relevant industrial chemicals you introduced (imported or manufactured) in the previous financial year.

Are you a new business?

If you're registering for the first time and didn't import or manufacture any industrial chemicals last financial year, you are 'Level 1'.

How do I pay my registration fee?

You can register, renew your registration and make payments through AICIS Business Services. Payment is due by 1 September each year.


How do I work out my registration level?

If you're a new business or registering with AICIS for the first time

If you're registering with us for the first time and didn't import or manufacture any relevant industrial chemicals last financial year, you are 'Level 1'. You would need to sign up as a new business in the AICIS Business Services.

Previous and renewing registrants

You must first calculate the total value of relevant industrial chemicals that you imported and manufactured last financial year (30 June – 1 July) using the spreadsheet calculator below. Then, log into AICIS Business Services to complete your registration form and pay the fee.

Calculator 1: If you only import industrial chemicals

Enter amounts below to calculate the value of relevant industrial chemicals that you imported in the previous financial year (1 July – 30 June) using this equation:

Value of the relevant industrial chemicals imported last financial year = Customs value + Insurance and freight costs + Customs duty

You will be able to find your customs value and insurance and freight costs, and customs duty on your import declaration forms. For some, the value maybe under value of the taxable information (VoTI). The forms are:

  • Import Declarations (N10)
  • Self-Assessed Clearance (SAC) Declaration
  • Warehouse Declarations (N20).

Customs value is the total customs value of industrial chemicals you imported in the previous financial year. Round to the nearest whole number.
Insurance and freight costs means the total insurance and freight costs for industrial chemicals you imported in the previous financial year. Round to the nearest whole number.
Customs duty is the total duty of customs payable for any industrial chemicals you imported in the previous financial year. Round to the nearest whole number.

Example – Calculator 1

Cheryl owns Illawarra Distribution, a company that imports glycerin, caustic soda and hexanoic acid for resale in Australia. When paying her company's registration with AICIS, she checks her records for the previous financial year and extracts the following information:

  • glycerin – customs value of A$10,000, insurance and freight costs of A$200, customs duty A$300
  • caustic soda – customs value of A$120,000, insurance and freight costs of A$1,200, customs duty A$1,500
  • hexanoic acid – customs value of A$720, insurance and freight costs of A$160, customs duty A$170

This gives the following totals for all her introductions combined:

  • customs value – A$130,720
  • insurance and freight costs – A$1,560
  • customs duty – A$1,970

Adding these values together, she gets a import value of A$134,250 and a manufacture value of A$0. The total is A$134,250. This value is between A$100,000 to A$249,999 so Cheryl is a Level 3 registrant.

She then signs into AICIS Business Services and puts in the separate import and manufacture values into the registration page. It will then tell her the registration level and cost.

Calculator 2: If you only manufacture industrial chemicals

Enter amounts below to calculate the value of relevant industrial chemicals that you manufactured in the previous financial year (1 July – 30 June) using this equation:

Value of the relevant industrial chemicals manufactured last financial year = Labour and material costs + Factory costs

You can use relevant commercial documents to determine your labour and material costs, factory costs and manufacture use value. These may include:

  • commercial invoices
  • orders or confirmations
  • airway bills
  • insurance certificates
  • receipts for purchase of goods
  • payment records
  • bank statements
  • merchant facility statements (for EFTPOS and credit card facilities)
  • rolls of cash register tape
  • credit card statements
  • loan or lease agreements.

B. Declared chemical value – manufacture

Labour and material costs means the total cost of labour and materials you employed to manufacture the industrial chemicals in the previous financial year. Round to the nearest whole number.

Example – Calculator 2

George owns Boutique Floral Soaps. He buys melt and pour soap supplies in Australia and manufactures geranium, lavender and rose essential oils, which he uses to scent the soap he makes.

George does not include the melt and pour soap supplies in his calculation because he buys them in Australia. However, he includes the geranium, lavender and rose essential oils because he manufactures these industrial chemicals in Australia.

He checks his records to find out his costs for manufacturing the essential oils:

  • geranium oil β€“ labour cost of A$690, material cost of A$5,000, factory cost of A$700
  • lavender oil β€“ labour cost of A$1,000, material cost of A$2,000, factory cost of A$355
  • rose oil – labour cost of A$1,000, material cost of A$4,000, factory cost of A$255

This gives the following totals for the chemicals he introduced in the previous financial year:

  • labour and material costs – A$13,690
  • factory costs – A$1,310

Adding these values together, he gets a import value of A$0 and a manufacture value of A$15,000. The total is A$15,000. This value is between A$0 to A$49,999. So George is a Level 1 registrant.

He then signs into AICIS Business Services and puts in the separate import and manufacture values into the registration page. It will then tell him the registration level and cost.

Calculator 3: If you used some or all industrial chemicals that you imported to manufacture another industrial chemical

Enter amounts below to calculate the value of relevant industrial chemicals that you imported (including the value used to manufacture other industrial chemicals) and manufactured in the previous financial year (1 July – 30 June) using this equation:

Example – Calculator 3

Roland’s company, Specialist Reformulation, imports heptanoic acid from overseas into Australia and then uses all of it to manufacture β€˜heptanoic acid, anhydride’ in Australia. When calculating the registration fee for Specialist Reformulation, Roland finds the following:

  • heptanoic acid – customs value of A$225,000, insurance and freight costs of A$25,000, customs duty of A$75,000 (total import value of A$325,000)
  • heptanoic acid, anhydride – cost of materials of $300,000, cost of labour of A$200,000, cost of operating the factory of A$100,000, manufacture use value of A$250,000

Roland adds the values for cost of materials, labour and operating his factory and gets A$600,000. He then deducts the manufacturing use value of A$250,000 to avoid counting the imported heptanoic acid twice, getting a total manufacturing value of A$350,000. He gets a import value of A$325,000 and a manufacture value of A$350,000. The total is A$675,000. This value is between A$500,000 to A$2,999,999 so Roland is a Level 5 registrant.

He then signs into AICIS Business Services and puts in the separate import and manufacture values into the registration page. It will then tell him the registration level and cost.

Harold's company, SA Chemistry, imports ethanedioic acid into Australia from overseas and manufactures butanoic acid from raw ingredients purchased within Australia. He reviews his records to find the following information about his company's introduction of acids:  

  • ethanedioic acid – customs value of A$150,000, insurance and freight costs of A$25,000, customs duty of A$50,000
  • butanoic acid – cost of materials of A$100,000, cost of labour of A$140,000, cost of operating the factory of A$30,000

Adding these values together, he gets an import value of A$225,000 and a manufacture value of A$270,000. The total is A$495,000. This value is between A$250,000 to A$499,999. So Harold is a Level 4 registrant.

He then signs into AICIS Business Services and puts in the separate import and manufacture values into the registration page. It will then tell him the registration level and cost.
