All introducers (importers or manufacturers) must make an annual declaration if they introduced an industrial chemical for commercial purposes between 1 September 2024 and 31 August 2025. By submitting an annual declaration, you are declaring that your chemical introductions during the 2024–25 registration year were authorised under the Industrial Chemicals Act 2019.

The annual declaration form is on AICIS Business Services and due by 30 November 2025 for all chemicals that you introduced during the last AICIS registration year between 1 September 2024 and 31 August 2025.
There are 6 AICIS introduction categories and you must choose which one(s) apply.
You must first have worked out which introduction category applies to each chemical that you manufactured or imported. By submitting the form, you are declaring that your introductions meet the criteria for the categories that you selected.
Listed introductions – Select this if a chemical is on the Inventory and you introduced it in accordance with the chemical's 'Inventory terms of listing'.
Exempted introductions – Select this if your chemical introduction meets the criteria for the exempted (very low risk) category, then select the types that you introduced:
You also need to submit a post-introduction declaration for some exempted introduction types.
Reported introductions – Select this if your chemical introduction met the criteria for the reported (low risk) category and you have submitted a pre-introduction report to AICIS.
Assessed introductions – Select this if you held, or your introduction was covered by, an AICIS-issued assessment certificate that was in force between 1 September 2024 and 31 August 2025.
Commercial evaluation introductions – Select this if you held a commercial evaluation authorisation issued by AICIS that was in force between 1 September 2024 and 31 August 2025.
Exceptional circumstance introductions – Select this if the Minister with responsibility for AICIS authorised the introduction and you held an exceptional circumstances authorisation that was in force between 1 September 2024 and 31 August 2025.
