Your feedback on 2026–27 fees, charges and certificate application changes

We asked for feedback on proposed fees and levies for 2026–27. We received 8 stakeholder submissions between 10 April to 15 May 2026, including from industry associations and industrial chemical introducers. We used this feedback, together with earlier targeted engagement with peak industry bodies, to inform the final charging arrangements and seek government approval.

What you said and our response

Summary of outcomes

We will implement all proposals without any change:

  •  A one-off 90% discount in the registration levy charge for 2026–27 to reduce surplus AICIS funds and return the scheme’s cash balance to target levels. This is a one-off and does not mean an ongoing decrease in levy charges. From 2027–28, levy charges will return to the pre-2026–27 amount, including indexation.
  • Increase certificate application fees in 2026–27 and 2027–28 to recover the full cost of processing and assessing these applications.
  • Restructure certificate application types in 2027–28 to increase efficiency, support full cost recovery and make it easier for applicants to choose the correct application type. The total number of application types will reduce from 5 to 3. See below for more information on the planned changes.
  • Apply indexation only to other fees for services with no change to their structure.

Changes to assessment certificate application types from 1 July 2027

We will proceed with our proposal to simplify and reduce the total number of certificate application types from 5 to 3 with a separate fee for each type.

Importers and manufacturers with exempted (very low risk) and reported (low risk) introductions are not required to apply for an assessment certificate. Zero fee options will continue to be available for these introductions.

The titles used below for each 'type' is a placeholder only – we will announce the names of the new application types in 2027.

Type 1: Medium to high risk, or very low to low-risk introductions in human health and/or environment exposure band 4

This will be the default type, replacing all 3 existing focus (human health, environment and human health and environment) application types. It will apply unless applicants work out their introduction meets the requirements associated with Type 2 – the lower fee application type.

An applicant must select this type if their introduction is in the ‘assessed’ category (medium to high risk). If the requirements of the ‘exempted’ or ‘reported’ categories cannot be met for an introduction, it will generally be an assessed introduction.

This type will also apply when a business chooses not to use the fee-free reported or exempted introduction categories and instead wants AICIS to assess an application for an assessment certificate, in circumstances when the introduction falls in exposure band 4 for human health and/or the environment.

Type 2: Very low or low risk to human health and environment (excluding introductions in human health and/or environment exposure band 4)

This will be a lower-cost assessment certificate option for businesses wanting to get a chemical added to the Inventory even though they have used our guide to categorise their chemical introduction as exempted or reported.

This type will apply if an introduction can be categorised as exempted or reported by meeting the criteria at any of the following steps in our categorisation guide:

  • step 2 – for example, polymers of low concern
  • step 3 – for example, low-risk flavour or fragrance blend introductions
  • steps 4–6 and the human health exposure band is 1 or 2 or 3 and environment exposure band is 1 or 2 or 3.

The applicant must be able to give us the detailed information to show that the introduction meets the criteria to be very low or low risk to both human health and the environment.

Type 3: Comparable hazard assessment

This existing certificate type will remain unchanged.

Information required for type 1 and 2 (from 1 July 2027)

While the certificate application types will change, the information required from applicants will stay the same. This means that if an application was submitted to us before or after the proposed change, the applicant would provide the same information to support their application.

We will achieve this through the IUCLID release in April 2027 using a combination of the way the approved form is set out in IUCLID and the information waiver function already available.

Notes:

  1. Only the physico-chemical, human health and environmental information requirements are included below. Other general required information (e.g. related to chemical identity, introduction/exposure) – that is the same for all applications – is not included.
  2. If you have categorised your introduction as very low or low risk to human health and/or the environment, you must be able to give us the detailed information to show that the introduction meets the criteria to be very low or low risk.
  3. We may request further information after you have applied, if we decide that it is necessary for our assessment of risks to people and the environment.
  4. ‘Categorisation Guidelines’ in the table below refers to the AICIS Industrial Chemicals Categorisation Guidelines.

  • The human health exposure band for your introduction is 1, 2 or 3.
  • The human health exposure band for your introduction is 4, the human health categorisation volume is ≤100 kg and the chemical will be introduced for end use in certain types of articles (food contact; children’s toys that can be placed in the mouth; children’s care products that can be placed in the mouth).
  • The human health exposure band for your introduction is 4, the human health categorisation volume is ≤1,000 kg and the chemical will not be introduced for end use in certain types of articles (food contact; children’s toys that can be placed in the mouth; children’s care products that can be placed in the mouth).
  • The human health exposure band is 4 and you didn’t rely on a test result for subacute or subchronic toxicity to show the absence of the specific target organ toxicity after repeated exposure hazard characteristic (human health hazard band B). You relied on alternative information outlined in part 6.16.2 of the Categorisation Guidelines and can provide the details or relevant justification with your application.

Not required, except when at least one of these apply:

  • You have access to studies or information. 
  • Your introduction is a specified class of introduction and this information is required for a certificate application for that class.
Type 1 applicationsType 2 applications

Required, unless you request an information waiver. For example, you may request a waiver if you have worked out that the indicative human health risk for your chemical introduction is low or very low, and either of these apply:

  • The human health exposure band for your introduction is 1, 2 or 3.

Update and what's next

We published the updated CRIS and opened registrations for the 2026–27 AICIS registration year on 13 July 2026. Fees will increase from 1 September 2026.

We are preparing for the changes to certificate application types which will take effect from 1 July 2027.
